The Earl of Aberdeen
has transmitted to me a copy of your despatch No.42 of this 4 May proposing the Establishment in Hong Kong of a Govt Printing Press for the publication of Govt Notices and proclamations, and, if it should be considered advisable, to be connected with a Newspaper in which the policy of the local Government might be fairly and correctly Explained.
